Two pieces of abandoned city-owned land are poised to change drastically in private hands over the next several years. On Monday, the City of Memphis announced it had chosen the two development teams likely to redevelop the abandoned and blighted Tillman Cove Apartments in Binghampton and a small piece of vacant land near the FedExForum. Elmington Capital, which is also developing affordable housing south of Downtown, will redevelop Tillman Cove. According to a City of Memphis news release, the redevelopment could have 218 units of mixed housing — independent senior living, multi-family and two-story townhomes.
